Password quality scale

We are planning an implementation of a self-service app giving users the ability to reset the password in the vault. The reset uses the password quality scale on the ID in the vault. However, if we change the password quality scale on the IDs, although the ID successfully synchronizes with that in the vault, the password quality changes do not. For example, I initially vault the IDs with a quality scale of 8. Later I change the quality scale on the IDs to 6. The ID in the vault stays at 8. By design?

The issue for us is that we are going to be changing the password quality scale and it appears I need to do this first before implementing vault.
